Could be a couple of issues. 1. PSN could just be down, Sony prioritise the PS4 so the PS3 sometimes gets locked out temporarily. 2. Update your PS3, sometimes PSN has an update and you need to update your console before you can connect. Only thing I can think of that might work from what I've read from googling is to double check that the address on your PSN details is the same as the one for Paypal or Credit Card (this didn't work for me however).
